The Ifrit Card is the first rare card that you will get in Final Fantasy 8 and you should NOT Card Mod it until after you've gotten the Rinoa Card on Disc 2 or 3. In order to get the Rinoa Card you first need to lose the Ifrit Card to General Caraway otherwise he won't even play the Rinoa Card.
As for the Ifrit Card, it'll probably be one of your main playing cards up until you lose it to General Caraway. Typically if I get first turn during a Triple Triad game I always place the Ifrit Card in the bottom right hand corner as my opening move. Since it has a 9 on the top and an 8 on the left of the card it's rare for the enemy to be able to flip it.
Once the Ifrit Card is lost to General Caraway you can get it back by playing Martine in Fisherman's Heaven. At this point you'll be able to Card Mod it all you want.
The Ifrit Card will Card Mod into 3 Elem Atk items which will teach a GF the Elem-Atk-J Junction. I would say this isn't overly useful since plenty of GFs learn this naturally and by the time you can Card Mod Ifrit it's not as useful... However the choice is yours!
You can also refine the Elem Atk items further into Elixirs by using the Forbid Med-RF which is another option for you if you so choose.
