Staff of Magnus
The Staff of Magnus is one of the best caster weapons you can get in Morrowind thanks to the Cast When Used enchantments that come on it. You can obtain the Staff of Magnus in the dungeon of Assu which is to the north of Molag Mar. Inside Assu you'll want to find and kill Dreveni Hlaren who is the current holder of this weapon and loot it from her body.

Staff of Hasedoki
Staff of Hasedoki is a decent Cast on Use weapon for casters which is acquired by defeating Koffutto Gilgar inside of the Gimothran Ancestral Tomb. You will need to be able to open a level 50 locked door in order to reach Koffutto Gilgar but aside from that there are no other prerequisites.

Trebonius' Staff
Trebonius' Staff is a melee oriented staff which you can get by killing Trebonius Artorius, the leader of the Vivec Mage's Guild along with every other Mage Guild in Vvardenfell. Despite being such an important NPC killing him will not break many available quests - but you'll want to be sure you don't plan on doing any of the quests it does break beforehand.
