The Shoes of St Rilms are an undergarment Artifact which can be obtained from the dungeon of Ald Sotha. Endryn Llethan will send you to this dungeon to obtain these boots during the Tribunal Temple quest line. You'll find Ald Sotha northeast of Vivec - the easiest way to get here is to take a Silt Strider to Vivec then travel almost directly east until you reach Ald Sotha. The entrance leading into the dungeon is found along the coastline, the water almost comes up to the doorway.

You'll find a lot of goodies in this dungeon both on the enemies you fight as well as scattered throughout in the form of loot. I'd recommend you take your time and be thorough while exploring, much of the loot here is arguably better than the boots you're here for.

Inside of Ald Sotha you'll want to make your way down to the Shrine where you'll find the Statue of Mehrunes Dagon along with a couple more hard enemies. The Wooden Chest we're looking for with the Shoes of St. Rilms is behind the shrine along with two more chests that aren't locked and contain goodies too.
